Redevelopment of the Londeau District in Noisy-le-Sec : A High-Impact Mission for setec opency

Located in the southern part of Noisy-le-Sec (Seine-Saint-Denis), the Londeau district is undergoing a major urban transformation. This area, positioned along a key thoroughfare, offers public facilities that remain underutilized. In this context, the City of Noisy-le-Sec and the Territorial Public Authority Est Ensemble have launched an ambitious redevelopment operation, supported by the New National Urban Renewal Program (NPNRU) and co-funded by ANRU (French National Agency for Urban Renewal).

Objective: to rethink urban space to meet current residents’ needs while addressing environmental challenges.

A Large-Scale Urban Transformation

The redevelopment project involves a complete reconfiguration of public spaces. In a residential neighborhood already affected by several recent construction sites, environmental management is key to ensuring a smooth and respectful transition for the local community.

Three Core Ambitions to Revitalize the District

The transformation of the Londeau district is structured around three major goals:

  • Create a peaceful and attractive urban environment, better integrated into its surroundings

  • Develop a renewed and diversified housing offer, aligned with contemporary needs

  • Improve connectivity with surrounding areas, to sustainably open up the neighborhood

setec opency’s Role: Ensuring a Responsible Construction Process

As part of this project, setec opency supports the project owner SPL Ensemble (Groupe ENSEMBLE) by providing expert environmental monitoring, structured around three main pillars :

  • Low-Nuisance Construction Guidelines : We developed a custom reference document tailored to the district, aimed at limiting the impact of construction on local residents and the environment.
  • Operational Supervision of Environmental Measures : We oversee the implementation of environmental requirements, identify potential risks, and put in place prompt corrective actions.
  • Stakeholder Coordination : An ongoing dialogue with all stakeholders ensures alignment around shared goals for sustainability and quality of life.
